David Skinner is an original founder and former CEO of Decision
Strategies, and currently serves as Chairman of the Board. David works

processes, organizational change, and the development of game-
changing business strategies. He has taught over 10,000 people at
universities, major corporations, and governments around the world.
David is an accomplished keynote speaker at international conferences,
a published author and frequent contributor to books and papers, and is
on the faculty of Rice University where he teaches decision analysis in
the Executive MBA program at the Jones School of Business. His best-
selling 3rd edition book – “Introduction to Decision Analysis” – has

Aligning the CII Feasibility and Stage Gate
Processes with the PMI Project Life Cycle

Focus of the Presentation

Traditionally the PMI PMBOK views the project life
cycle in terms of processes related to project
initiation, planning, execution, monitoring and
control, and closeout.  However for capital projects
in the energy markets   (e.g. oil, gas,
petrochemical, utility), the project life cycle starts
long before project sanctioning and the initiation of
the project.  This presentation will review a five
phase Capital Project life cycle used by PMCC and
discuss several practices related to the phases that
can help improve project performance.

Ben Voivedich is the president and founder of PMCC, Inc.  PMCC, based
in Houston, has provided project training, consulting, and assessment
services to a wide range of companies involved in the energy market
since its founding in 1991. Projects on which PMCC has provided
assistance have received awards from PMI components and the
Construction Roundtable. Ben has been a keynote speaker and presenter
to professional associations around the world on project management
subjects over the last 15 years. He has served in a variety of capacities
for PMI entities over the years including as a founding board member for

John has over forty-five years experience in the Engineering and
Construction industry (primarily refining and petro-chemical). His
assignments range from Estimating, Engineering/Design, Construction
Coordination, Project Management/Controls, and Strategic Project
Procurement. He was the architect for the S&B/FB&D Internet Project
Information Management System (iPIMS), a web based system for
collaboration and information exchange.  He also pioneered the concept
of Data-Centric Rule Based 3D Design/Build for his company.  

He has authored several papers and is a frequent speaker on the
national level for numerous professional organizations including
Construction Industry Institute (CII), Project Management Institute
(PMI), Process Industry Practices (PIP), and FIATECH. He is a CII Board
of Advisor and the Chair of the CII Front End Planning Community of
Practice.  John led the CII Research Teams that developed the Project
Definition Rating Index (PDRI) - a tool for evaluating the completeness
of a project scope.

Dr. Scott M. Shemwell is an acknowledged authority and thought leader
in field operations and risk management with over 30 years in the
energy sector leading turnaround and transformation processes for
global S&P 500 organizations as well as start-up and professional
service firms.  He had been directly involved in over $5 billion
acquisition and divestitures as well as the management of significant
projects and business units.

Dr. Shemwell’s unique background and expertise in oil-field
management make him highly qualified to guide oil and gas companies
in creating economical and efficient oil fields of the future.  Prior to
starting Strategic Decision Sciences in 2003, he directed Oracle’s Energy
Practice as vice president responsible for driving the strategic direction
and business development efforts for Oracle’s global energy and
chemical business sectors.

Rafiq "Rick" Khadimally, PMP - Presenter

Rick iKhadimally is Project Interface Manager for Wison Floating
Systems. Mr. Khadimally has managed the crucial aspect of interface on
major oil and gas projects for nearly three decades. Throughout his
career he has performed this role on TLP, semi-submersible, spar and
drilling projects for SBM Atlantia and J. Ray McDermott, before joining
Wison.

Additionally he has served in project management and engineering
capacities on several major oil refinery projects. He holds a number of
advanced degrees including a MBA from the University of Houston, B.S.
in Mechanical Engineering from the University of Engineering and
Technology in Lahore, Pakistan, and project management certifications.
